Hello YDSC Members,

I hope everyone is having a great start to August. I cannot believe than in less that 100 days South Carolina will decide who the next President of the United States will, until we elect Jaime Harrison as our new US Senator, until we elect Kim Nelson, Melissa Watson, Adair Boroughs, Moe Brown, Hosea Cleveland to Congress and re-elect the Honorable Jim Clyburn and Congressman Joe Cunningham. We are less than 100 days from flipping things to Blue in SC with SC Senate races and SC House races, especially those with Young Democrats in the race. We know that the youth voice in South Carolina is going to be critical come November. We know that #YoungGetsItDone.

The Young Democrats of South Carolina successfully elected a new 2020-2022 Executive Board and we would like to take a moment to thank everyone for the hard work everyone put in to make our first ever digital convention a success. Over the past two years we raised a record amount for YDSC and have grown our membership to more than doubled.


With the new term, we have new appointments. These appointments need to be completed by Sept 14th. The appointments are below and there is a link to the application for the specific positions. In addition, there are further descriptions to the positions found below. The process will be to first fill out the application, then go through an interview process and then the appointment is recommended to the YDSC Board and Council for approval. Applications will be open until Saturday August 22, 2020.

Further Descriptions

Article 2, Section 1: No elected Executive Board member shall accept election as a Chartered Chapter or Caucus chair, and any Appointed Officer (excluding deputies) who accepts election as a Chartered Chapter or Caucus chair shall resign said appointment.

Article 2, Section 8: Appointed Officers: The President shall, within forty-five (45) days of election, nominate the following: Data Director, Outreach Director, Communications Director, Chief of Staff, and Parliamentarian. These nominations must be approved by a two-thirds vote of the Executive Board and Council. Each of these director positions can have a Deputy Director or Deputy to assist in duties. Deputy Directors and Deputies are nominated by the YDSC President with advice of the appointed officer and approved by majority vote of the Executive Board. Deputies will serve as non-voting members of the Executive Council.

  1. Duties of the Data Director

  2. Responsible for the upkeep of the membership database.

  3. Maintain an up to date database with Votebuilder

  4. Identify, strategize, and compile information from the each of the seven (7) Congressional Districts and each of the forty-six (46) counties about young voters in South Carolina

  5. Ensure that all contact information from all events are uploaded into the appropriate databases.

  6. Gather contacts from regions, counties, universities and colleges and upload them into appropriate databases.

  7. Attend all Executive Board and Council Meetings.

  1. Duties of the Outreach Director

  2. Ensuring the assessment and collection of charter forms from all chapters by a determined date set forth by the Bylaws.

  3. Establishing a standard protocol of collecting contact information of all regional/university members, and to provide such materials to the regional/university secretaries to ensure an accurate process of reporting contact information.

  4. Identify potential members, volunteers and groups to be involved in the Young Democrats of South Carolina

  5. Attend all Executive Board and Council Meetings.

  6. Partner with the 2nd Vice President of YDSC to reach out to counties with no chartered YDSC chapter and help in the efforts of creating new chapters.

  1. Duties of the Communications Director

  2. Serve as the administrative manager by issuing all press materials and letters to the appropriate party, as deemed by the Executive Board and Council

  3. Actively promote the organization and its events.

  4. Be responsible for creating all social media events at least one week prior to the event or activity

  5. Be responsible for website, Facebook, Twitter, and Instagram maintenance

  6. The Communications Director may appoint up to ten people with the approval of the YDSC President, from different chapters across the state to assist with these objectives.

  7. Attend all Executive Board and Council Meetings

  1. Duties of the Chief of Staff

  2. Attend all Executive Board and Council Meetings.

  3. The Chief of Staff shall be responsible for working with the Executive Council and appointed officers. The Chief of Staff shall be a liaison between the President and the appointed officers and shall ensure that those positions are completing tasks delegated to them. The Chief of Staff shall also be responsible for the completion of any tasks so delegated by the President.

  1. Duties of the Parliamentarian

  2. Attend all Executive Board and Council Meetings

  3. The Parliamentarian shall assist the Executive Board and Executive Council, its committees, Chartered Chapters, Caucuses, and its members in their compliance with this Constitution and Bylaws, the YDA Charter, and all other charters under which YDSC operates and will assist in drafting legislative proposals. The Parliamentarian shall also assist the Executive Council and its committees with respect to matters of parliamentary procedure.

Article 3, Section 5: Standing Committee Chairs: The President shall, within forty-five (45) days of election, appoint Chairs of Standing Committees of YDSC (Rules Committee, Endorsements Committee and Platform Committee). These nominations must be approved by a two-thirds vote of the Executive Board and Council. Duties and descriptions of the YDSC Standing Committees and Chairs can be found in Article 5 of this Constitution.

Article 5, Section 2: Standing Committees Structure and Responsibilities

1. Standing Committees Defined: YDSC shall establish the following committees, which shall operate at all times:

a. Endorsements Committee

i. Use the YDA, SCDP, and YDSC platforms to create a fair process by which Chartered Units, Caucuses, the Executive Board, the Executive Council, and/or the State Convention may issue endorsements of candidates or issues.

ii. Conduct the Endorsement process as outlined by the committee and approved by the YDSC Executive Board and Council.

iii. The First-Vice President shall serve as an ex-officio member of the Endorsements Committee.

b. Rules Committee

i. Charged with reviewing all proposed amendments to this Constitution and Bylaws before they are voted on by the State Convention

ii. Charged with receiving all chapter chartering packets of chapters before they are voted on by the State Convention or approved by the Executive Board and Council.

iii. Responsible for the creation of the Caucus Chartering application and process. Charged with receiving and approving all Caucus Chartering packets before they are voted on by the State Convention or approved by the Executive Board and Council.

iv. The Rules committee has the authority to send Chapter and Caucus Charter packets back to request edits, adjustments and error corrects.

v. Chapter Charters and Caucus Charters that are approved by the Rules Committee may be sent to the Executive Board and Council for approval if it is more than sixty (60) days out from the annual YDSC Convention.

vi. The YDSC Secretary shall serve as an ex-officio member of the Rules Committee.

c. Platform Committee

i. This Committee is expressly charged with proposing the official Young Democrats of South Carolina Platform and any Resolutions to be voted on at the State Convention.

ii. Review any change in policy or program that does not fall under the jurisdiction of any other standing committee.

iii. No platform position or resolution shall be taken by YDSC that is not voted favorably on by this committee.

iv. The Second-Vice President shall serve as an ex-officio member of the Platform Committee.
